ExemptPosition Function Provide project management for the City's transportation infrastructure and facilities and traffic/transportation engineering assistance for the City.
Provide engineering review and comment of the City's development and redevelopment process in close conjunction with the Growth Management Department.
Provide professional engineering assistance and technical expertise for all transportation related projects and initiatives.
Serve as Departmental/City liaison with appropriate regulatory agencies.
Provide technical expertise in support of Departmental projects and in support of other Departments as assigned.
Tasks/Duties Provides subject matter expertise for the transportation engineering responsibilities of the Department.
Directs, manages, and implements all aspects of the Transportation Capital Improvement Program and the corresponding funding sources in close coordination with other Public Works Divisions and the Growth Management Department.
Projects to be managed may include, but are not limited to, roadway projects, pedestrian and bicycle improvements, transit projects and other mobility related projects.
Provides and participates in strategic initiatives and leadership in City transportation engineering and traffic operations matters.
Administers the procurement and utilization of outside transportation professional engineering services.
Negotiates fees, ensures coordination of sub consultants, monitors compliance with budget restraints in one on one negotiations with AE firms.
Prioritizes, schedules, and prepares the annual Transportation Capital Improvement Program budget for the Public Works & Utilities Department, which involves highly integrated and complex engineering problems.
Coordinates funding with Seminole County in regards to the sales tax program.
Responsible for traffic operations support, traffic operations studies, and access management Citywide.
Reviews and develops recommendations regarding transportation/traffic engineering plans and capital improvements.
Oversees the acquisition of property related to the implementation of Transportation Capital Improvement Projects (e.
g.
easements and condemnation).
Conducts transportation and traffic review for development/redevelopment plans and coordinates with varied staff throughout the City.
Provides recommendations in the negotiation of criteria and conditions for development and redevelopment projects relating to transportation and transit.
Coordinates or participates in City transportation activities with other municipalities in the area and with numerous outside agencies such as the Sun Rail TAC, Metroplan Orlando, Lynx, Florida Department of Transportation, and may represent the City on various boards, subcommittees and task forces as assigned by the Department Director or City Engineer.
Coordinate and implement interlocal agreements or memoranda of understanding (MOA) that are necessary for the coordinate with other agencies.
Coordinates grant funding applications and manages grants related to Transportation Projects.
Attends the necessary training for the City to become LAP certified, if necessary.
Manages special transportation and traffic studies as assigned by the Department Director or City Engineer.
Attends meetings on a variety of administrative, project management, land planning, multimodal and economic development topics.
Drives to and from various city locations and other government agencies.
Perform additional duties as assigned.
Be available for emergency call-outs.
Qualifications MINIMUM
Qualifications:
Bachelor's Degree from an accredited college or university in Civil or Transportation Engineering.
Four (4) years professional experience in transportation planning, design, operations, and senior level project management Registered as a Professional Engineer in the State of Florida, or within six (6) months of employment.
Valid Driver License.
Must obtain Florida driver license within thirty (30) days of employment.
PREFERABLE
Qualifications:
Master's Degree in Transportation Engineering, Transportation Planning or closely related field.
Experience with applying the principles and practices of comprehensive transportation engineering or traffic operations.
Completion of the following NIMS Courses within the designated amount of time from hire date:
Basic IS-700 (6 months) Basic ICS-100 (6 months) Intermediate ICS - 200 (6 months) EOC IS - 800 (6months) Supplemental Information Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a Level 1 background screening.
Driving history for the past three (3) years must reflect no violations of a driving related offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
